SIRE 2.0 is expected to become operational in June 2023. While it enables more accurate judgments on the quality and future performance of vessels, it will add more pressure and complexity for tanker operators to adapt to the new regime.

SIRE 2.0 Transition Plan

Phase 4: SIRE 2.0 goes live on June 15, 2023
Withdraw SIRE VIQ7 (SIRE 1.0). The new regime SIRE 2.0 officially goes live and replaces the previous programme as the commercial tanker inspection programme.  

•  VIQ7 inspections commissioned prior to June 15, 2023 have to be completed by July 14, 2023
•  VIQ7 reports remain available for download for 1 year (until June 15, 2024)
Phase 3: Unlimited beta testing period - starting on February 15, 2023
Unlimited beta testing of the full end-to-end process for all programme users.

• Open to all programme users
• SIRE 2.0 reports are anonymous and available for integration, testing and training
• VIQ7 (SIRE 1.0) remains the default SIRE inspection programme for commercial purposes

Duration: 4 months
Phase 2: Limited Beta Test - Beginning December 15, 2022
Testing of the end-to-end process with selected participation from invited parties.

• Full end-to-end testing in a "live" environment
• SIRE 2.0 reports are anonymous and available for integration, testing and training
• 'Critical success factors' to be developed
• VIQ7 (SIRE 1.0) remains the default for commercial purposes

Duration: 2 months
Phase 1: OCIMF internal testing - started on November 15, 2022
The goal is to test the full end-to-end reporting process.

• OCIMF internal user acceptance testing
• Full end-to-end testing of the SIRE 2.0 programme
•'Showstopper' identification- 'Critical success factors' to be developed

Duration: 1 month
